Approval of the Minutes

Minutes, having been only recently received, were deferred until the following week.

Legal Issues

The Chair reported on a telephone conversation held on August 17th with Jeff Neuman, Counsel to NeuStar. The major open issue with NeuStar at present is the liability of NeuStar for breach of contract. While the total NeuStar liability has been previously negotiated, current proposals envision that NeuStar will sign both a license agreement with the proposed IETF IPR Trust and a service agreement with the IETF / ISOC, and NeuStar is concerned that the total liability in both agreements might exceed the negotiated limit. The IAOC discussed various means of addressing this issue with Jorge Contreras, the IETF Counsel.

IAD Report

The IAD reported that he had finished discussions with Jorge Contreras about a new engagement letter for the IETF Counsel.
The IAD reported that the IETF 63 On-line Survey has been launched. The IETF Chair reported that there have been 150 responses to date, and predicted that as much as 25% of the regular IETF attendees would respond.
The IAD reported that a technical team is currently investigating the connectivity of 3 different possible venues for IETF-65, and a another team, including him, is going in the upcoming week.

Trust

There was extensive discussion about the remaining issues in the draft proposed IETF IPR Trust agreement.

NeuStar

The IAOC Chair reported that NeuStar remains confident that they are close to signing an agreement with CNRI for the purchase of Foretec.
Registration for IETF-64 in Vancouver is scheduled to begin shortly.

House Keeping

The July report having been just recently received, consideration was deferred until the following meeting.

New Business

Lynn St. Amour informed the IAOC that the next ISOC Board Meeting will be at the end of October, and that the IAOC will need to prepare an updated budget forecast for 2006 for that meeting.
