Meeting Calendar 2014 - 2017 IDIQ Contractor Approvals was added to the agenda after the TRSE contract update discussion. 0. IAOC Minutes 20100114 20100128 Minutes for the 14 January 2010 and 28 January 2010 IAOC meetings were distributed in advance for review. There were no corrections or additions. Henk Uijterwaal made a motion to approve the minutes as distributed. Marshall Eubanks seconded the motion. There were no objections, and the motion passed. 1. TRSE Contract Update Ray Pelletier provided an update on activity related to the TRSE contract negotiations since the last IAOC meeting. Lynn St. Amour recused herself from all discussions related to the TRSE contract. The Candidate had conversations with both Bob Hinden and Olaf Kolkman. The Candidate was sent a Contract that included a SOW, TRSE Schedule, and Deliverables. Ray is still waiting for a response from the Candidate on the materials sent to him. A discussion followed on a number of issues regarding the structure and price of the effort. A higher bandwidth discussion is needed on this topic. A special call will be scheduled to continue discussions. 1b. IDIQ Contractor Approvals Ray Pelletier provided an update on the progress to date. Round 2 bids were received on 1 February and reviewed by the subcommittee. Interviews were conducted 8 Feb and 10 Feb. The subcommittee recommended that the IAOC enter into negotiations for an IDIQ contract with IOLA (www.iola.dk (Denmark)) and Concentric Sky (www.concentricsky.com (Oregon, USA)). The subcommittee is still reviewing the Yaco proposal. The subcommittee also recommended that the IAOC award IOLA the Task Order for the IESG Conversion upon completion of an IAOC approved executed IDIQ agreement with IOLA. Russ Housley described some of the technical skills and insights into various candidates. Bob Hinden seconded Russ's opinion. Other IAOC members joined in the discussion and the recommendation was to award contracts to IOLA and Concentric Sky with the first contract being awarded to IOLA. Resolution: Whereas the IAOC conducted an RFP for Python Development IDIQ Contractors Whereas proposals were received from sixteen bidders Whereas the subcommittee reviewed the nine proposals received in response to the Round 2 tasking and interviewed five Whereas the subcommittee recommends IOLA and Concentric Sky for having demonstrated the essential knowledge, skills, insight and experience Resolved that the IAOC selects IOLA and Concentric Sky for entering into Python Development IDIQ contracts based upon their knowledge, skills, insight and experience and requests the Internet Society to enter into negotiations with the parties for Python Development IDIQ contracts and upon approval by the IAOC, the IAOC intends to award the IESG Conversion task to IOLA Marshall Eubanks moved, and Henk Uijterwaal seconded the above motion. During the discussion of the motion, it was clarified that Ray expects to spend a couple weeks getting the contracts drafted and negotiated. Lawyer RFP Ray Pelletier provided an update on the status of the Lawyer RFP. A draft was circulated 9 Feb, and a number of comments were received. There was some concern expressed to ensure that the language doesn't overly favor the incumbent. Ray will rework the RFP and have it ready for action at the IAOC call on 25 February. 3. Date Conflict with IEEE Nov 2010 Ray Pelletier provided an overview of the date conflict with IEEE Nov 2010. Both the IEEE (Dallas) and the IETF (Beijing) are scheduled to meet the week of 7 - 12 November 2010. The IETF dates were set in 2006 & the Atlanta contract was executed in 2007. The IEEE is reviewing the possibility of a date change. The Beijing Host was also asked to review the possibility of a date change. While there is some flexibility for a week later (14 - 19 Nov), there are too many parties and contracts involved with the Beijing meeting to make it pratical to change its date. The following resolution was prepared: Whereas the IETF and IEEE have a meetings date conflict in November 2010 Whereas it is the goal of the IETF to avoid date conflicts, especially with the IEEE because of the number of people who participate in each Whereas the IETF meeting in Beijing took three host initiatives, required a delicate process and involves multiple parties and contracts Whereas moving the IETF meeting would additionally impact other organizations and individuals Resolved that the IAOC continues with its current November IETF meeting schedule Further Resolved that the IAOC extends its regrets to the IEEE and shared individual participants over the conflict and renews its commitment to work with the IEEE to ensure such conflicts are avoided in the future. Marshall Eubanks moved, and Henk Uijterwaal seconded the motion. Marshall asked if any actual pushback on this had been received. Russ indicated that he has received one complaint. There was no further discussion and no objections. The motion passed unanimously by acclamation. Ray Pelletier will relay the IAOC position to both parties (IETF host and IEEE). 4. Taiwan Update Ray Pelletier provided a short update on the IETF 82 meeting in Taiwan and its posting on the upcoming meetings website. 5. IETF 80 Venue Ray Pelletier provided an update on the IETF 80 Venue selection efforts. Multiple European venues have been considered including Berlin, Moscow, Glasgow, Prague, and Barcelona. There is currently no host for this meeting. Drew Dvorshak is working on options for hosts. Russ mentioned email proposing a particular venue in Spain, and Bob Hinden suggested that it would be good to have Drew follow-up. 6. Meeting Calendar 2014 - 2017 Ray Pelletier discussed the need to begin working on the meeting calendar for 2014 - 2017. We need to develop a strawman set of dates and compare with the clash list (http://www.ietf.org/meeting/clash-list.html). The IAOC also needs to review the 3-2-1 Regional Distribution Policy and adopt a calendar and regional goals. Bob Hinden closed the IAOC meeting at 10:52 am EST.
