Minutes ========== There are no minutes ready for approval at this meeting. Issues remain with getting the minutes published in a timely manner. There are three sets that were approved on 2011-06-30 but not finalized and posted (2011-04-21, 2011- 05-17, and 2011-06-02). There are also three outstanding sets of minutes, two are pending Ray's review (2011-05-05 and 2011-06-16) and one (2011-06-30) has not been produced yet. The pros and cons of the volunteer model for producing minutes was discussed. Bob Hinden asked that the minutes be finished and posted in time for the upcoming IETF meeting. 2. Subpoena - Motorola v. Microsoft =================================== Ray Pelletier provided a summary of the subpoena that was recently received from Microsoft on 11 July 2011. It has requested a deposition on 25 July 2011 in Reston on the topic of the policies and procedures for creating documents and making them available. It is specifically related to the MSN Messenger Protocol 1.0 - 1999 including RFCs 2278, 2543, 1056, 2045, 821, 1730, and 822. No Blue Sheets or email archives have been requested. IETF Counsel, Jorge Contreras, has requested that we be allowed to provide an affidavit instead of the deposition given that the date of the deposition conflicts with IETF81. It is expected that this will be allowed. There are two cases ongoing, and Russ Housley is an expert witness in the other case (not the one related to the subpoena). The same law firm is handling both cases. Bernard Aboba and Russ Housley have both recused themselves because of the possibility of perceived bias. The subpoena subcommittee (Russ Housley (recused), Bob Hinden, Jorge Contreras, Marshall Eubanks, Ray Pelletier, and Alexa Morris) will begin to prepare the affidavit. 3. Contracts Executed ===================== Ray Pelletier informed the IAOC that both the Legal Services Contract and the Government Regulations Specialist Contract have been executed and commenced on 1 July 2011. 4. RSE Update, 5620bis ====================== Ray Pelletier provided an update on the RFC Series Editor search. The RSOC has approved an Announcement and Position Profile to be distributed widely. Ray provided the current distribution list that the RSOC is working from. This includes channels outside the normal IETF community. Interviews are expected in Quebec. Ray acknowledged the contributions of Dave Crocker and Linda Klieforth (ISOC) in expediting the process of developing the profile. The next version of 5620bis (-03) is expected after Quebec. There was some discussion on possible placements for advertisements. It was concluded that it was up to the RSOC to decide where to advertise and request funding as needed. Bob Hinden noted that he was pleased that we are going forward, and he hopes that we get lots of qualified applicants. 6. Meetings Update ================== Ray Pelletier provided an update on the effort to secure meeting venues three years out. He went over the status of several possible venues for the 2012 - 2014 timeframe and highlighted issues with several. Bob Hinden plans to discuss at the plenary the difficulty meeting the objective of going to Asia once a year because of the high costs. Eric Burger asked about affiliations in registration information. We don't currently require it for IETF registrations, but we do require it for NomCom volunteers. It was noted that this is actually an IESG issue because it is a policy issue. Russ asked Ray to add the topic to the report to IESG. Bob Hinden noted that we participate as individuals, but we do want to know where people are coming from and what interests are represented. 5. Quebec Update ================ Ray Pelletier provided a brief update on the registration and budget numbers for the Quebec IETF. This information will be updated and provided at the Plenary.
